Developers create the game by creating code, the developers will have to use other companies code such as console manufactures so that it will work on there machines, this is also useful for the testing phase of the project as they can ask the console manufactures to send them the consoles to test there game on.
Publishers

They commission and pay for the development of a game that is created by a developer, in much the same way that a television channel would commission a television production company to create a TV program."Publishers of a game are the ones who pay for the games production. The publishers also handle the marketing side of the game where they advertise the game, working with the developers to create the adverts.
Publishers can charge a permission for the games advertisement, they would charge people or be charge to advertise there game.
Console Manufacturers/First Party Publishers

For example if you wanted music for a game, and you had no one in your team who could make music, you would have to ask a different company for help. From that company you could get the resources to make the music for the game or get someone in that company to make the music for you.
